You have to open Steam and then head to your Library. Look for Team Fortress 2 in the list of games (it should be installed) and then right-tap on it. From the context menu, choose Properties as well.
On the Properties window, and head to the General tab and tap on the ‘Set Launch Options’ button. Another window will open as well. In this window, you guys can enter simple arguments that tell the game how you can run.

You can also use it in order to run a game along with a specific version of DirectX such as you guys can use -dxlevel 90 if you want to run a game along with DirectX v9.0. The difference between this command and then the resolution one is that some games may not be able to run along with the version of DirectX that you enter in which case, the game will actually fail to launch. Before using a command-line switch just like this on a game, make sure that the game itself is compatible along with it as well.

You guys can also check the game’s settings and see if you have set the correct resolution in the game itself. Head to the game’s settings and choose the Video tab. There’s actually a dedicated dropdown for the resolution. Then pick the ‘Native’ option that will actually match your screen’s current resolution.
This is anecdotal but, after using the open option in order to run the game. It then began to run in the correct resolution even after I removed the modified launch option as well.
