Can’t Change Taskbar Color in Windows – Fix
Most of the time, only the users on Windows 10 Version 1903 has complained about this actually. And the reason behind this is simply the presence of a ‘light theme’ as well. Following the design behavior of the light theme, you guys will not be able to show accent color on Start Menu and related items for example taskbar and Action Center.

Disable Automatic Selection of Accent Color

For that, just head to Settings > Personalization > Colors, as shown above. Then, under Choose your accent color, you just have to uncheck the box that is next to ‘Automatically pick an accent color from my background.’

Turn off Transparency Effects
